A reuse plan and development strategy for the rehabilitation and reuse of a historic industrial complex.
Project Highlights:
- An ammunition manufacturing plant during the Civil War, the Watertown Arsenal stood vacant for more than ten years after the U.S. Army decommissioned it. The Town of Watertown sought to reuse the 800,000-square-foot complex in ways that would create jobs and generate tax revenues.
- Goody Clancy worked with the town and a citizen advisory committee to prepare a redevelopment strategy to support rehabilitation and maximize revenue for the town. The strategy capitalized on the complex’s attractiveness and location on the Charles River, creating a market-based, state-of-the-art R&D park.
- The plan capped a decade of failed redevelopment attempts and unlocked the site’s potential, creating 2,000 new jobs and a new waterfront park.
- The town subsequently chose a development team that completed the rehabilitation and investment program set out in the Goody Clancy plan.
