A long-term comprehensive plan to shape growth for a rapidly expanding city of 100,000.

Project Highlights:

  • Tyler has experienced many of the consequences of sprawl development: traffic congestion, downtown disinvestment, leapfrog residential development, dispersed employment centers, and an impoverished public realm.
  • The plan emphasizes strategies for balancing growth, linking land use and transportation, and promoting connections to open space, as well as special plans for downtown and other focus areas.
  • The city’s leadership supported a level of public participation never before attempted in Tyler, including a series of public meetings to develop the overall vision and principles, working groups to focus on particular issues, early action items, and regular communication with citizens through a website and newsletter.
  • The planning process covered all the traditional elements of a comprehensive plan while focusing on key themes and issues critical to Tyler's future.
  • The City Council adopted the Tyler 21 Plan in November 2007 and since then its implementation has been dramatic. An overview presentation and accomplishments in the first year after plan adoption is available here.
